Annual General Meeting
Minutes of the Annual General Meeting of the Dunblane Community Council held on Wednesday, 3 June, 2026, at 7 p.m. in the Library, Dunblane. This is a “blended” meeting with some attendees joining by Zoom.
Present: Alan Booth, Anthony Delleur, Calum Thomson, Karen Jenkins, Peter Swindon, Rachel Nelson, Annelise Bakri and Fiona Plumtree. By Zoom: Rachel Rennert (Secretary).
In attendance: Councillors Alasdair Tollemache and David Wilson, Terence O’Byrne, David Whelan, Steve Mason, Liz-Anne Richards, Bridget Clark, Graham Mowatt, Steve Johnston (Animal Control Officer, Stirling Council), Margaret Bragg (Minutes Secretary). By Zoom: Councillor Thomas Heald.
1. Apologies and welcome
Apologies have been received from Anna Jarchow-MacDonald, Jonathan Failes and Councillor Robin Kleinman. Alan Booth chaired this meeting and noted that the election of office-bearers will be conducted by Councillor Alasdair Tollemache.
2. Recording of declarations of interest: None was declared.
3. Adoption of minutes of last AGM of 4 June 2025
These were approved, proposed by Anthony Delleur and seconded by Alan Booth.
4. Chair’s Report: See attached.
The Chair is unable to attend this meeting but has circulated a report for the year, which Alan Booth read out.
The community council has continued to work closely with the community and the Council. Meetings have been held in the High School and the Dunblane Centre to widen engagement across the community. At the same time, the attendance of the Council’s Chief Executive, Brian Roberts, at a meeting strengthened the connection with the Council and its officers.
She noted the commemoration of the Dunblane tragedy which the community council had facilitated.
The Local Place Plan involved a lot of work in pinpointing the improvements that residents identified and it has been accepted by the Council as it develops the Local Development Plan (LDP).
Other highlights include Orchard Blossom Day, the establishment of the Friends of the Laighhills group, the trial of a Citizen’s Advice Bureau pilot scheme and an upcoming visit of the Mayor of Vaison-la-Romaine.
In conclusion, she thanked all community councillors for their support during her two years as Chair from which post she is resigning, although continuing as a community councillor.
5. Treasurer’s Report: This is still to be circulated.
6. Election of office bearers
Councillor Tollemache conducted the election. Alan Booth explained that if a candidate for a post is not present and cannot, therefore, be appointed, someone else can be appointed in their place on the understanding that they will resign at the next meeting, at which time the first candidate will be elected as an interim office bearer until the next AGM.
The following were elected, there being no alternative candidates:
Chair: Anthony Delleur, proposed by Rachel Nelson and seconded by Peter Swindon;
Secretary: Rachael Rennert, proposed by Alan Booth and seconded by Rachel Nelson;
Treasurer: Stewart Corbett has indicated he is willing to continue as Treasurer, but in his absence it was agreed that Rachel Nelson (proposed by Anthony Delleur and seconded by Karen Jenkins) be appointed until the next meeting.
All formal positions have thus been filled.
Jonathan Failes has indicated his willingness to continue as Vice-Chair but, as he was not present, it was agreed to appoint him at the next meeting of the community council.
As there were no candidates for Planning Correspondent, Alan Booth proposed setting up a planning group, especially in view of the future discussions of the LDP.
Councillor Tollemache was thanked for conducting the election.
The next AGM of the Dunblane community council will be held on 2 June 2027.
