Time is running out to have your say in helping Stirling Council set next year’s budget through the Big Budget Conversation.
The local authority launched its budget engagement process for 2021/22 on 23 December, 2020 with the stark message that services must change to meet an £8million funding gap. Transformation of how the Council delivers services will continue in the years ahead, with a further £30million needing to be saved over the four years to 2024/25.
Residents are being asked to tell the local authority what matters most to them through an online survey on the new Engage Stirling platform, which closes on Sunday, 24 January. Responses from the survey will be coupled with officer proposals and added to the responses from the recent Residents Survey and Locality Action Plans that have been developed throughout the year to provide a comprehensive package to inform Councillors’ budget plans in the coming months.
Residents have until midnight on Sunday, 24 January 2021 to get involved.
Convener of Stirling Council’s Finance and Economy Committee, Cllr Margaret Brisley said: “We’ve had 100s of response so far and would ask everyone who can to get involved and take part in the survey. Help us understand what matters most to you by engaging in this Big Budget Conversation.
“We face a substantial budget gap of at least £8million next year and options for closing it are more limited than normal, given services are already not operating as usual due to the COVID-19 pandemic.
“The Council has also incurred significant additional costs and loss of income in the current year because of the virus, and this is likely to continue into next year.
“Residents must be under no illusions - significant budget reduction measures will have to be considered to set a balanced budget for 2021/22 and time is running out for the public to have their say.”
Vice Convener, Cllr Alison Laurie, said: “Our staff have shown remarkable resilience and adaptability to deliver essential services to the people of Stirling in the most challenges of circumstances.
“That challenge is now greater than ever before as a result of the financial pressures we are facing so we must continue to transform and adapt the way we deliver for the people of Stirling.
“It’s crucial that the people who live and work here have their say in guiding how we do that.”
This community led project is conserving the popular old Glen Road path between Dunblane and Bridge of Allan through the attractive Kippenrait Glen SSSI, for leisure and functional active travel for locals & visitors.
The main aims of the survey were to report on use of the Glen Road path to funders of the 2019 works, and to collect more qualitative information for the future. This has coincidentally provided a useful snapshot of usage under Covid-19 lockdown.

The Council is conducting a resident’s survey to gauge the level of support for actions that individuals, the Council and our partners could take. This includes finding out what barriers prevent people from making changes that would benefit everyone.
The survey invites residents to provide their views on the Climate & Ecological Emergency. Your feedback is invaluable and we will be using the findings to guide our engagement and delivery programme.

In these challenging times it is good that people can get out and enjoy the old Glen Road. The birds are singing and nesting, red squirrels chasing each other up trees and the spring flowers are emerging.
This community-led project is conserving the old Glen Road between Dunblane and Bridge of Allan. The funds raised in 2019 for urgent stabilisation repairs topped £38,000 from grants and public donations. Grants from Sustrans, Clackmannanshire and Stirling Environment Trust, Stirling Council, Scotways, Paths for All, Bridge of Allan and Stirling Round Table, Bridge of Allan Community Council. Public donations via Kindlink met the target of £5000 plus gift aid. Works advice and co-ordination from volunteer Ian MacLachlan, IKM Consulting. Work continues on some drainage this spring, and additional grants are being sought for a new slip meantime.

Views are being sought as part of Police Scotland's and the Scottish Police Authority's Consultation on their refreshed Joint Strategy - 'Policing for a safe, protected and resilient Scotland', which aims to set the future direction for policing in Scotland.
The strategy takes an outcome-based approach. The five strategic outcomes laid out provide a sharp focus on the key strategic challenges and opportunities facing policing and the wider public sector. Through ongoing conversations with the public, partners and their people, they have taken account of feedback provided so far, shaping the design and delivery of policing now and in the future, and considering the opportunities and challenges ahead.
Key areas of focus include:
Their purpose to keep people safe in both the physical and digital world with further development of the policing response to cyber threats and cyber enabled crime;
Prioritising the wellbeing, safety and protection of our people;
A renewed emphasis on partnership and pro-active prevention, including a focus on joint service design to tackle complex public safety and wellbeing challenges;
Embedding a policing service that is delivered locally, drawing on the assistance of national assests; and
Emphasising the action to address environmental and climate change issues.
A period of public and stakeholder engagement is currently underway and will run until 2 March 2020. They will be collecting feedback via the Citizen Space survey platform which can be accessed here:

There are 40 Community Councils operating in the Stirling Council area. Community Council’s are groups of people who want to improve their area and the quality of life for residents.
Stirling Council is currently reviewing how Community Council’s work, looking at the rules they adhere to, boundaries, representation, communication and resources.
We are asking people to tell us what they think about Community Councils.

Dunblane Community Partnership is holding a meeting for all community organisations in Dunblane to tell them more about the draft Community Action Plan, hear their views and how they can be involved.

Does the draft Action Plan cover the important issues – have we missed anything? We want to make sure that more people can be involved in making the activity in the Action Plan happen. Working groups : We are planning to set up working groups to take some of the actions forward – watch out here for more information. We will update this site regularly with news on what’s going on. We want to make sure that all households have a copy of the Community Action Plan once it is finalised– so look out for a copy coming through your door – or where you can get one.

Stirling Council is beginning year 4 of Priority Based Budgeting (PBB). The work the Council have done in years 1-3 has meant they are in a strong position financially. This means that unlike years 1-3, they will not be bringing budget options to the public for consultation, but instead finding savings through internal efficiencies.
This pause will enable the council to ask our communities for their feedback on the first three years of PBB and the ways in which the council tried to engage with them. Was everyone included? How easy was it to participate? What can they do better?
